Abstract

The article examines the issues related to the formation of security-oriented management of organizations in the context of wartime and post-war economic transformation. It is substantiated that the modern operating environment is characterized by a high level of uncertainty and a growing number of military, economic, and institutional risks, which necessitates reconsidering traditional approaches to strategic management. It is demonstrated that within the conditions of a wartime economy, security is transformed from an auxiliary managerial function into a system-forming factor that ensures the stability and viability of organizations.

Based on the generalization of contemporary scientific approaches to strategic management, risk-based management, and the concepts of organizational resilience, a comprehensive approach to the formation of security-oriented management in organizations has been developed. The proposed model provides for the integration of strategic, risk-adaptive, resource-protective, institutional-communication, and arbitration-delegative components into a unified management system aimed at ensuring organizational resilience in an unstable environment.

A multi-level structure for implementing the comprehensive approach is substantiated, including the strategic, tactical, and operational levels of management. Their functional roles in forming a security-oriented management system and ensuring the coherence of strategic priorities, organizational mechanisms, and practical managerial decisions are identified.

An algorithm for implementing security-oriented management is proposed, ensuring the consistency of managerial actions and the integration of the structural components of the comprehensive approach into organizational activities. The algorithm has an adaptive and cyclical nature and provides for the possibility of adjusting managerial decisions depending on changes in the external environment.

Special attention is given to the study of the role of delegative and arbitration mechanisms in the organizational management system. It is shown that their application may contribute to the coordination of managerial decisions, the reduction of conflicts in managerial interactions, and the enhancement of organizational adaptability in unstable environments.

The obtained results allow the proposed comprehensive approach to be considered as a conceptual basis for the formation of security-oriented management in organizations within the conditions of a wartime economy and post-war recovery.
