ENSURING THE ACHIEVEMENT OF THE SUSTAINABLE DEVELOPMENT GOALS IN UKRAINE UNDER CONDITIONS OF WAR AND CRISIS TRANSFORMATIONS

Abstract

The article provides a comprehensive analysis of the state of implementation of the Sustainable Development Goals (SDGs) in Ukraine during the period 2020–2025 under the challenges caused by the COVID-19 pandemic and the full-scale armed aggression of russia. The study examines the dynamics of adapting the global SDGs to national conditions through an indicator system and assesses the effectiveness of the institutional framework for their implementation at different stages of crisis transformations. Four groups of barriers to achieving the SDGs under wartime conditions are analyzed: economic (destruction of industrial infrastructure, GDP contraction while maintaining the resilience of the IT sector); social (mass population displacement accompanied by ensured access to basic services through the adaptability of education and healthcare systems); environmental (damage to critical infrastructure, centralization of energy systems, degradation of natural resources); and institutional (compensation for limited access to public services through digitalization and international support). It is established that international technical assistance enabled large-scale restoration of access to administrative and social services as well as energy supply for millions of citizens. Five key directions for improving public policy are substantiated: integrated restoration of energy and municipal infrastructure based on decentralization principles with the implementation of local renewable energy systems; sustainable economic development of communities through microfinance and business incubators; development of digital monitoring tools based on satellite data and GIS analytics; support for environmental and climate resilience through investments in low-carbon technologies and energy efficiency programs; and mobilization of international financial resources for the implementation of recovery projects. It is proven that the combination of structured monitoring with flexible crisis-response instruments makes it possible to preserve sustainable development benchmarks under conditions of instability, forming a foundation for post-war recovery and modernization of the country.
