FORMATION OF A CHANGE MANAGEMENT MECHANISM IN THE SYSTEM OF ENSURING ENTERPRISE ECONOMIC SECURITY UNDER CONDITIONS OF THREATS AND INCREASING UNCERTAINTY

The article substantiates the need to develop a change management mechanism within the economic security assurance system of industrial enterprises operating in a turbulent environment. The purpose is to elaborate the logic and structure of a mechanism that ensures the managed transformation of subsystems of the economic security assurance system and supports the target level of economic security. The methodological framework is based on the systems, process, and risk-oriented approaches, as well as the Prosci change management methodology and the ADKAR model. The requirements for the mechanism are defined as strategic alignment, flexibility, adaptability, comprehensiveness, economic feasibility, verifiability and measurability, resilience and continuity of critical business processes, and security orientation. The process characteristics of change management are substantiated, including proactiveness (monitoring triggers and scenario planning), alignment of change objects and accountability, and rapid response and adjustment with consideration of transformation risks and employee resistance. The target framework of the mechanism is clarified (adaptability, achievement of target security parameters, transparency, and minimization of adverse effects). The organizational subsystem is described through principles, functions, and tools, and an integrated loop is proposed that combines organizational solutions (Prosci) with employees’ behavioral readiness (ADKAR). The mechanism incorporates resource and competency sufficiency, a control loop and post-audit of change outcomes, communication support, and the consolidation of new requirements in standards and procedures. The role of external and internal triggers is demonstrated, as well as the selection of operating modes of the mechanism by scale and impact on finance, data, personnel, technology, and reputation. The practical value lies in improving the manageability and effectiveness of transformations in the economic security assurance system of industrial enterprises and reducing the risk of destabilizing the enterprise’s critical processes.
