DIGITAL PLATFORM "SAFE CITY" AS A BASIS FOR ACHIEVING THE SUSTAINABLE DEVELOPMENT GOALS OF LOCAL COMMUNITIES

Abstract

The article conducts a theoretical, methodological, and applied study on the digitalization of municipal management within the context of implementing the UN Sustainable Development Goals (SDGs) at the local level in Ukraine. It is demonstrated that amid administrative decentralization and the legal regime of martial law, local self-government bodies serve as primary actors in operationalizing global security, social, environmental, and economic mandates. The essence of the "Safe City" digital platform is substantiated as a multifunctional, innovative public administration mechanism that evolves from a standalone video surveillance setup into a comprehensive analytical system supporting managerial decision-making. The study delineates the cross-sectoral functionality of the "Safe City" platform across the core pillars of sustainable development. The social dimension (SDG 11, SDG 16) is realized through municipal crime reduction, prevention of juvenile delinquency, enhancement of inter-agency emergency services coordination, and the provision of barrier-free urban spaces for mobility-impaired individuals and persons with disabilities. The environmental component (SDG 3, SDG 13) is assured by deploying IoT sensor networks for real-time monitoring of air quality, water resources, radiation levels, acoustic pollution, and early detection of wildfire hotspots or technological hazards. The economic efficiency (SDG 9) is confirmed via local budget optimization achieved through smart traffic light management, adaptive street lighting, and automated utility resource accounting. It is proven that during wartime, the security factor acts as the foundational prerequisite for community stability and recovery, upon which all other sustainable development objectives are built. Prospects for future research are identified in formulating a methodology for comparative analysis and benchmarking Ukrainian municipalities based on the efficacy of "Safe City" platform integration.
