INNOVATION AND INVESTMENT MECHANISMS FOR ENSURING SUSTAINABLE DEVELOPMENT, RESILIENCE AND COMPETITIVENESS OF UKRAINE'S AGRICULTURAL SECTOR UNDER DIGITALISATION AND POST-WAR RECOVERY

The article argues that the agricultural sector is a system-forming sphere of Ukraine's economy, since food security, rural employment and the country's export capacity depend on its condition, while large-scale wartime destruction of production and logistics infrastructure has sharply intensified the problem of its innovation and investment recovery. The aim of the article is the theoretical substantiation and development of an integrated innovation and investment mechanism for the sustainable recovery of Ukraine's agricultural sector under digitalisation and post-war reconstruction. The study relies on the methods of scientific generalisation, systemic and structural-functional analysis, comparison and scenario modelling. Based on the analysis of current problems of innovation and investment development and of the role of digital technologies, the regulatory framework and public-private partnership, the author develops a mechanism that combines institutional-regulatory, financial-investment, innovation-technological, digital-information, infrastructural, personnel-competence and control-monitoring blocks. The scientific novelty lies in combining multi-channel investment provision, digital traceability, risk distribution within public-private partnership and a system of indicators of sustainability, resilience and competitiveness within a single management loop with feedback. A system of performance indicators and a comparative description of the inertial, adaptive and innovation-resilient recovery scenarios are proposed, the parameters of which are analytical in nature. The practical value of the results is related to the possibility of using the developed mechanism by public authorities, agricultural enterprises and development institutions when shaping programmes of post-war recovery and adaptation of the sector to the requirements of European integration and the Sustainable Development Goals of Ukraine until 2030.
