STATE REGULATION OF INFORMATION POLICY OF UKRAINE IN THE NATIONAL SECURITY SYSTEM: CURRENT CHALLENGES AND DIRECTIONS FOR IMPROVEMENT

Abstract

The article examines the theoretical, legal, organizational and managerial foundations of state regulation of Ukraine’s information policy within the national security system. It substantiates that under conditions of digital transformation, rapid development of information and communication technologies, expansion of digital platforms and growing information threats, information policy has become a strategic component of public policy and one of the key instruments for ensuring national security.

The study analyzes contemporary approaches to the concepts of "state regulation" and "state information policy" and identifies their relationship with the national security system. It is argued that effective state regulation of information policy should rely on the integrated application of legal, organizational, institutional, information-communication and digital mechanisms.

The paper identifies the major contemporary challenges affecting Ukraine’s information environment, including information warfare, disinformation, information and psychological operations, cyber threats, manipulative information influence and the use of artificial intelligence technologies. An author’s definition of state regulation of Ukraine’s information policy is proposed, and the conceptual principles of its modern model are substantiated, including systemicity, openness, adaptability, digital transformation, interagency coordination, proactivity and information resilience.

The article presents an author’s conceptual model of state regulation of information policy within the national security system, reflecting the interconnection between modern information challenges, regulatory mechanisms, implementation instruments, guiding principles and expected policy outcomes. It is concluded that implementation of the proposed model will enhance the effectiveness of public administration in the information sphere, strengthen national information resilience, protect the national information space and improve Ukraine’s national security.
