Abstract

The article investigates the theoretical, methodological and applied foundations of the financial and economic mechanism for entrepreneurship development in rural green tourism under the conditions of Ukraine's post-war recovery. The relevance of improving financial support for entrepreneurial activity through the integration of resources of the state, territorial communities, the private sector and international partners is substantiated. The purpose of the study is to develop an integrated financial and economic mechanism for entrepreneurship development in rural green tourism based on partnership between public and private sector stakeholders.

The research applies a systems approach, methods of scientific generalization, structural and functional analysis, comparison, systematization and graphical modelling.

The study develops the author's interpretation of the financial and economic mechanism for entrepreneurship development, identifies its principles, functions and structural components. Modern financial and economic instruments for stimulating entrepreneurship are systematized, and directions for their improvement are substantiated through the integrated use of local development programmes, grant funding, interest rate compensation, microcredit schemes, tourism vouchers, tax incentives, venture financing, crowdfunding and digital platforms. An author's partnership model involving the state, territorial communities, the private sector, universities, non-governmental organizations, international donors and tourism associations is proposed as the institutional basis for implementing the financial and economic mechanism. Expected economic, social, institutional and environmental effects of the proposed mechanism are identified.

The scientific novelty of the study lies in the development of an integrated financial and economic mechanism for entrepreneurship development in rural green tourism which, unlike existing approaches, combines state support instruments, local government resources, private investment and partnership interaction between public and private sector stakeholders based on the principles of sustainable development, smart specialization and post-war territorial recovery.

The practical significance of the research consists in the possibility of applying the proposed mechanism by public authorities, local governments, territorial communities, tourism enterprises and professional organizations while developing tourism strategies, entrepreneurship support programmes and post-war rural development projects.
