Abstract

The study substantiates the theoretical and methodological foundations of the transformation of educational management in the context of modernization of the education system of Ukraine, taking into account wartime challenges, significant demographic losses, large-scale migration processes, and severe budgetary constraints. The purpose of the research is to justify the methodological and applied aspects of transforming educational management under the conditions of systemic educational reform and socio-economic turbulence. The paper argues that the effectiveness of educational system renewal directly depends on a comprehensive reset of governance mechanisms and a transition from inertial, centralized administrative models to strategically oriented, autonomous, transparent, and accountable management frameworks.

The research identifies and systematizes the key vectors of transformation. These include the strategic autonomization of educational institutions combined with strengthened public accountability; the digital transformation of managerial processes based on the principles of data-driven management and evidence-based decision-making; the integration of education with the labor market and regional development priorities; the strengthening of financial sustainability through multi-channel funding models and resource diversification; as well as the professionalization and leadership development of managerial staff. Particular attention is paid to the need for analytical support of managerial decisions, the introduction of performance indicators (KPIs), internal quality assurance systems, and modern financial control instruments.

It is substantiated that the comprehensive and synchronized implementation of these directions will enhance the institutional capacity of educational institutions, increase their competitiveness and investment attractiveness, and ensure greater adaptability to crisis conditions. Ultimately, the transformation of educational management is viewed as a strategic prerequisite for strengthening human capital as a key resource for Ukraine’s post-war recovery and long-term socio-economic development within the European integration framework.
