Abstract

The functioning of tourism enterprises in Ukraine is taking place under conditions of prolonged economic instability and full-scale war, which have intensified systemic risks, disrupted economic relations, reduced investment activity and transformed consumer behaviour. In such an environment, the issue of resource provision shifts from a strategic development perspective to ensuring the basic viability and resilience of tourism businesses. These challenges necessitate the reconsideration of traditional approaches to resource management and the development of adaptive mechanisms capable of maintaining operational continuity under heightened uncertainty.

The purpose of the article is to provide a theoretical generalisation and substantiation of mechanisms for attracting resources in the tourism business under conditions of economic instability and wartime challenges, as well as to identify directions for improving the efficiency of resource provision for tourism enterprises. To achieve this aim, the study clarifies the economic essence of resource provision in an unstable environment; systematises the external and internal factors influencing the formation and mobilisation of resources during martial law; generalises and classifies the key mechanisms of resource attraction relevant to tourism enterprises; determines the role of financial, organisational, partnership and digital instruments in ensuring enterprise resilience; and substantiates strategic directions for adapting resource strategies to heightened risks.

The research demonstrates that resource provision should be interpreted as a dynamic system of economic relations and managerial decisions aimed at ensuring adaptability, flexibility and sustainability. A structured classification of resource attraction mechanisms is proposed, encompassing financial, investment, organisational, partnership, marketing, digital, human capital and institutional instruments. Particular emphasis is placed on structural diversification of the resource base and technological modernisation of management processes as core elements of resilience in wartime conditions.

The results contribute to the development of theoretical approaches to crisis-oriented resource management and provide practical recommendations for enhancing the adaptive capacity and competitiveness of tourism enterprises during economic and wartime transformations.
