Abstract

The article examines the role of small business in shaping employment and labor mobility in Ukraine under conditions of ongoing economic transformations. The study explores the features of small and micro enterprises, their structure, and their place in the national economy. It is determined that small business plays a significant role in ensuring employment due to its wide sectoral representation and its ability to create jobs across various types of economic activity.

It is shown that employment formation in this sector occurs through the creation of new jobs, the development of self-employment, and the use of flexible forms of work organization. This contributes to the involvement of individuals with different levels of qualification, professional training, and work experience, including youth, first-time job seekers, and those returning to the labor market after a break. It is substantiated that the widespread presence of small businesses at the local level supports employment directly within places of residence, contributing to the development of regional labor markets and reducing the scale of forced labor migration.

Particular attention is paid to the role of small business in ensuring labor mobility. It is established that this sector creates conditions for professional, sectoral, and territorial mobility of the workforce, facilitating adaptation to changes in the economic environment and the redistribution of labor resources across economic activities. It is generalized that small business serves as an important factor in maintaining a dynamic balance in the labor market, combining the functions of employment generation and ensuring labor mobility.
