RECONSTRUCTION AND DEVELOPMENT TOOLS OF THE AUTOMOTIVE INDUSTRY IN UKRAINE IN THE POST-WAR PERIOD

Abstract

Importance of the automotive industry for the domestic economy has led to its recognition as an object of government regulation for its reconstruction and development. Complexity and systemic nature of government regulation in any sector of economy require application of a necessary toolkit, which consists of a set of various instruments (methods, mechanisms, technologies, and practices of purposeful organizational influence of a state on development of the industry) jointly used by a government and business entities in the industry to coordinate implementing of planned actions and to monitor their execution. Instruments of economy government regulation that can be used while reconstructing and developing the automotive industry in Ukraine are divided into two groups - institutional and managerial ones. A substantive characteristic for instruments of economy government regulation of the first and the second mentioned groups is provided.

Institutional tools are considered as instruments of activating influence, aimed at creating favourable conditions for mutually beneficial cooperation between government authorities and industry business structures in the production of high-tech, competitive, and investment-attractive automotive equipment. Within the framework of management tools, the instruments for streamlining, adaptation, organization, and control of the use of institutional tools are examined. These are applied within the current situation and available resources to ensure the effectiveness of institutional tools and compliance with their intended purpose. Institutional tools of government regulation appropriate for reconstructing and developing the automotive industry in Ukraine are divided by complexity into technical and comprehensive instruments. Description of such instruments is provided (with clarifying their purpose, frequency of use, complexity, etc.). Among the institutional instruments of state regulation suitable for the reconstruction and development of the automotive industry in Ukraine, the following are identified: administrative acts of authorized authorities, public-private partnerships, protectionist measures, free economic zones, standards, regulations, licenses, quotas, limits, prohibitions, permits, public procurement, state aid, state guarantees.

It is considered that institutional instruments should become an object for the second group of instruments – managerial ones (scenarios, state strategies, state target programs) to provide effectiveness and efficiency of applying institutional instruments of economy government regulation. That is why because managerial instruments ensure a complete usage of institutional instruments, their compatibility with simultaneous application, control, and speed of response to deviations or imperfections in the usage of institutional instruments identified during a control process.
