Abstract

The role of adaptive reuse of industrial heritage as a tool for enhancing the tourist attractiveness of urban areas and ensuring sustainable urban development is examined in the article. It is substantiated that, in the post-industrial era, abandoned industrial facilities are being transformed from spatial burdens into strategic resources capable of performing new social, economic, and cultural functions. In particular, such transformations contribute to the diversification of urban economies, the creation of new jobs, and the revitalization of depressed areas, thereby strengthening the competitiveness of cities in the tourism market.

The relationship between adaptive reuse and the principle of the circular economy is analyzed, demonstrating that resource consumption, carbon footprint, and environmental pressure can be reduced while the authenticity of the tourist experience is enhanced. Attention is paid to the fact that preserving historical industrial architecture not only minimizes construction waste but also supports cultural continuity and identity, which are key factors in attracting visitors.

It is established that the economic benefits generated by cultural heritage tourism are accompanied by potential socio-ecological risks, including gentrification, uneven distribution of income, and increased pressure on local infrastructure and ecosystems. These challenges necessitate a systematic and balanced approach to urban management, taking into account the interests of local communities, businesses, and authorities.

An improved model for assessing local economic well-being is proposed and supplemented by a sustainability index that incorporates resource circularity, energy efficiency, inclusiveness, and community participation in line with the Sustainable Development Goals. It is demonstrated that such a model enables a comprehensive assessment of the impacts of industrial heritage revitalization, facilitates monitoring of long-term outcomes, and supports more effective, transparent, and balanced management decision-making aimed at achieving sustainable urban development.
