Abstract

The article analyzes the theoretical and methodological foundations of public administration in the tourism sector, with particular emphasis on the specifics of managing regional tourism development and the role of rehabilitation tourism as a socially oriented component of modern tourism activity. The study substantiates that effective public administration in tourism requires an integrated approach that combines strategic planning, institutional support, and coordination among public authorities, business entities, and local communities.

A classification of tourism resources is presented, including natural, anthropogenic, socio-economic, and infrastructural resources, and their influence on the formation and development of rehabilitation tourism services is determined. Special attention is paid to the interdependence between resource potential and the capacity of regions to provide comprehensive rehabilitation tourism products. The state of the tourism sector in Lviv Oblast is analyzed, and the managerial decisions of the Lviv Regional State Administration (LRSA) aimed at developing rehabilitation tourism are evaluated in terms of their effectiveness and coherence.

The research identifies key problems hindering the functioning and development of rehabilitation tourism in the region, including insufficient coordination between stakeholders, limited institutional and financial support, uneven spatial development of rehabilitation centers, and the inadequate use of digital tools in public management processes. It is emphasized that these shortcomings reduce the efficiency of managerial decisions and constrain the sustainable development of rehabilitation tourism.

Based on the analysis, a set of proposals is developed to improve the managerial activities of the LRSA. These include defining strategic priorities for rehabilitation tourism development, implementing a public–private partnership model, introducing digital management mechanisms, and establishing a regional rehabilitation tourism cluster. The article also proposes the development of innovative rehabilitation programs, integrated rehabilitation tourism routes, infrastructure modernization, and the implementation of a system for monitoring and evaluating the effectiveness of managerial decisions. The proposed measures are aimed at enhancing the social and economic impact of rehabilitation tourism and strengthening its role in regional development.
