Abstract

The article demonstrates that the current operating conditions of public sector organizations in Ukraine, characterized by institutional transformations, the digitalization of public administration, European integration processes, and increasing security challenges, necessitate the implementation of comprehensive approaches to the strategic analysis of their activities. It is substantiated that the fragmented use of individual analytical tools does not ensure a thorough assessment of internal potential and external development conditions of public organizations, which complicates effective managerial decision-making and the formulation of well-grounded development strategies.

The purpose of the article is to develop a methodological approach to analyzing the internal and external environment of public sector organizations in order to improve the quality of strategic management decisions. The theoretical foundation of the study is based on the works of domestic and foreign scholars in the fields of strategic management and public administration. The information base includes regulatory and legal acts of Ukraine, official statistical data, strategic documents of public authorities, materials from international organizations, and the results of academic research. The study employs methods of systems analysis, SWOT and PESTEL analysis, as well as generalization and comparison.

As a result of the research, a step-by-step methodological approach to the strategic diagnosis of the internal and external environment of public sector organizations has been developed, which provides for the integration of analytical results in the form of a matrix of strategic alternatives and the formulation of practical recommendations for development directions. The practical significance of the findings lies in their potential application by public authorities and local self-government bodies in the processes of strategic planning, reforming management procedures, enhancing institutional capacity, improving the quality of public service delivery, and ensuring the adaptation of Ukraine’s public sector to contemporary transformational challenges.
