Abstract

The article demonstrates that the current conditions of Ukraine’s socio-economic development necessitate the introduction of systemic approaches to the digital transformation of enterprises and public sector organizations as an important prerequisite for increasing the effectiveness of public administration and the quality of public service delivery. Despite the active implementation of digital technologies in the activities of public authorities and public enterprises, mechanisms for managing digital change remain fragmented and require further theoretical conceptualization and practical improvement.

The purpose of the article is to substantiate the theoretical foundations and practical mechanisms of digital transformation of enterprises and public sector organizations and to identify directions for improving the effectiveness of digital technology implementation for the development of Ukraine’s public sector. The theoretical basis of the study includes the works of domestic and foreign scholars in the fields of public administration, digital economy, and change management. The information base comprises analytical materials of international organizations, in particular data from the E-Government Development Index (EGDI), national strategic documents, and statistical indicators of digital services development. The study employs methods of system analysis, comparative analysis, PEST analysis, and generalization.

Based on a comparison of Ukraine with leading countries according to EGDI indicators, the presence of structural disparities in the development of telecommunications infrastructure and human capital has been identified. Directions for improving digital change management mechanisms are substantiated, including institutional strengthening of coordination, development of staff digital competencies, enhancement of financial support for digital projects, modernization of information infrastructure, and implementation of performance monitoring systems. The practical significance of the study lies in the possibility of using the obtained conclusions and recommendations by public authorities, local self-government bodies, and managers of public sector enterprises in the development of digital development strategies and programs for modernization of the public sector.
